When do cheques need signing?

We currently have an issue with the signing of cheques. Currently cheques are signed at our monthly meeting, however some Councillors are unhappy at this as they feel it interferes with the concentration during the meeting and they miss parts of it. They have requested to sign cheques at another time, to which the Clerk has refused and stated they must be done at the monthly meeting. We are unhappy with this answer, so does anyone know if cheques must be signed during our monthly meetings?

They don't have do be done at the monthly meeting but surely if you are approving the accounts for payment then this is the best time to do so isn't it? If there are discrepancies or reasons for not paying a particular supplier then these can be with held until resolved. Surely once the meeting has been closed then the cheques can be signed straight after thus you are not missing any of the business transacted throughout the meeting.

The problem in doing them at the monthly meeting is that it distracts from the meeting itself, there are normally a good number of cheques to check Laughing and sign and our meeting go on to 10.30 or 11.00pm already and by then most Councillors have had enough for the day.

Is there anywhere in print that say cheques don't need signing at the meeting?

It may also depend on what your Financial Regulations stipulate. 10.30-11.30 finish Shocked Having read your minutes I can see why Rolling Eyes I would have thought that your Parish would benefit from having seperate committees for Finance and Planning and possibly for Playing Fields and Byways although this would mean more meetings they may well be shorter rather than trying to combine everything in one meeting? Then Cllrs may not lose the will to live. Laughing
