Is the clerk allowed to sign cheques, as long as there is another signature on it.
Also do councils allow for cheques for be signed for services before they have come to a council meeting. And can councillors get paid for time.
Our clerk used to sign cheques, including his own pay cheque. And we had a councillor who put in a receipt for goods and time spent setting up our website. There is no record of the amount he was allowed to spend, or even that he could charge for his time. He sent his receipt to the clerk, he and the clerk signed his cheque and then it was recorded at the following meeting as having been paid.
Can all this happen? |

This seems to me like a major conflict of interests,. and is almost certainly contrary to the PC Standing Orders. |
